How the Oracle reaches an answer

A question descends the layers. When the answer needs a private book, the Oracle borrows a budgeted quote — the text itself never moves.

The book’s text lives only in the private vault (R2), reachable only through the Witness. The Oracle never stores it — at query time it borrows a budgeted quote, so a copyrighted library can inform a public answer without ever leaving home.
